What is an alliance? Alliance is simply means any group of nations who come together for a common aim or cause, or who simply want to socialise. It does not necessarily mean the group is an alliance in the typical sence. An alliance can be formed as a political party, for mutual protection, or for any other reason a founder can think of.
Who can make an alliance? Anyone
What does it need to have in order to be recognised? A minimum number of members... 3 maybe?
Can alliances have private forums? Yes, once they reach a threshold number of members. Say 6?
Who can be in that alliance? Anyone the founder allows. (see below)
Who decides the entrance conditions? The founder of the alliance. The region as a whole cannot force entry conditions on an alliance, although alliances requesting violence or antisocial behavior as an entry requisit will be sanctioned under the below point. Obviously the founder is free to change the entry conditions at will, and the current members may well have a say in this.
What about dismissing members? The founder is also at liberty to remove nations from his or her alliance as well. Again, the region has no input on this matter, so long as the nation is treated fairly during his or her dismissal - in other words not attacked.
What standards does the alliance have to live up to (as in what they're allowed to do and not do)? Alliances and their members must abide by the standard rules of the region. An alliance cannot form any kind of trade embargo against another alliance or single nation without a good reason, or declare war or any other kind of violence without a VERY good reason. Alliances must not encourage any of their members to act in an antisocial way, and if it is suspected that they are then the alliance may be held responsible as well as the individual nation.
What powers does the Regional Government hold over alliances If an alliance is found to be breaking rules, then the Supreme Court Justice (EI) can disband the (official) alliance and remove any private forums. He may also prevent member nations from joining official alliances in the future. This obviously does not stop unofficial alliance activity, hence economic or other sanctions may also be implemented.
