Here's some pics I did :

Rain:

Normal picture here
Rain method 1 here
Rain method 2 here(best)
Rain method 3 here
Picture joke here (he's the same guy, just from another angle)

Surprise:

Normal picture here
SHEFed picture here
Other angle and position here

NOTE: If I did something wrong don't say "ZOMG, THAT SUX, MAH EYES BURN", just say what to improve...

NOTE: the difference from rain1 and rain2 is the water reflection (on the ground), and between 2 and 3 is the rain

The puddles shouldn't reflect the city 100%... decrease the opacity of the reflection.

It isn't 100% reflective, the opacity is 35%

EDIT: Oh, you mean the street, well, it supposed to be raining for over a day continuosly (sorry if I don't type right), so, the water in the street (where that guy is walking) is about 5 cm's. (you see in left and right it's not very reflective, beacuse it's less water there)

Hey, man. I don't know if you noticed or not, but there's a sticky with almost the exact same title as yours in this section.

By the way, even if the water was deep, it wouldn't reflect that much. It would be really muddy and stuff from being on an urban street,

Ooops :D , how do I change titles?

It reflects that much from an angle and/or if it's currently raining (you see the water reflection effect)
The dirty water was drained into the sewers (when it started to rain) and since a day ago when the rain started 'til now I think it should'have cleaned the street.
