I'll assume the effect is "judge's discretion", in which case you should put that there for clarification. You could stand to raise the ACC to at least +5, as that is x1 mastered (and the effect isn't THAT great)

With the above changes I'd approve it

Well, I wouldn't. Even with judges discretion, 1/4 x1 = 80 chakra. I'll approve it at +3 though!
