I'm going to have to go on record for saying WRONG. Because the one thing you do most in the game (Drive cars around) sucks now because no car in the game can turn worth a shit.

Also no tank and the helicopters suck great big donkey balls.

Uh, yes, I have.

In order to make a turn while going anything remotely fast, you HAVE to drift. And even that doesn't work properly. Tapping the e-brake makes you do a 180. The handbrake does precisely nothing. And I love how some of the faster cars can flip over when going around a turn at relatively low speed.

The helicopters... ugh. I haven't flown a normal one, but if the Annihilator is anything to go by, they'll suck too.

Let's see... Turning is just about impossible until you figure out that the bumpers make you turn. Once you start moving, it is very much impossible to come to a standstill without running into something. Landing is thusly very, very difficult. For a fucking Attack Helicopter it sucks. It has only machine guns which are stupidly difficult to aim at another helicopter, and don't even THINK about hitting something on the ground with them, because attempting to is a one-way ticket to a swan dive. Tilting forward makes the helicopter pitch forward straight into a dive, to stay up you have to hold the ascend button, which is retarded. Let me go forward without making it complicated, retards. Holding back makes you go into a stalling position as opposed to moving backwards. You cannot stop. Ever. Without running into something. Also for an attack helicopter it runs out of health remarkably fast. Which is strange, as I could have sworn I pumped several dozens clips into a helicopter once and it did precisely nothing to the fucking thing.

Yeah, GTAIV isn't better than Brawl. At all. By any fucking stretch of the word. But... ...Wait... This isn't IGN?

Primarily it is. What do you do half the time? Drive around in broken ass vehicles, or shoot people. Right.

Actually, the main classification of GTA IV would be a Free-roam game...

But yeah. Aside from conversations, the only things you do are drive around cars and shoot people. Since this certainly isn't a racing game, it's much more qualified as a third person shooter.
